Hours of Sales:
No holder of a retail dealer's permit, and no servant, agent or employee of such permittee shall: Sell, store, use, consume, handle, give away or otherwise dispose of any alcoholic beverages between the hours of 1:00 a.m. and 6:00 a.m. daily and to conduct the operation of said business between the hours of 2:00 a.m. and 6:00 a.m. daily, except as prohibited on Sunday. Restaurants, grocery stores, drugstores, truck stop casinos or other business may remain open for the sale of other items permitted by law, but any sale or consumption of alcoholic beverages in such places of business during the prohibited periods is expressly prohibited. During the prohibited periods, no open glasses, bottles, cans, or other containers holding alcoholic beverages shall be allowed anywhere on the licensed premises except in a locked cabinet or cupboard; provided, that those businesses which maintain separate rooms for the conduct of the business of dealing in alcoholic beverages may securely close and lock said separate rooms.

Sunday Closing Hours:
Businesses selling alcoholic beverages shall be closed at 10:00 p.m. on Sundays and may not reopen until 6:00 a.m. on Monday, except that the 10:00 p.m. Sunday closing time shall not apply to Super Bowl Sundays, a Sunday which is followed by either Memorial Day, Labor Day, the 4th of July or New Year's Day, or if Sunday is the 4th of July or to restaurants, grocery stores, drugstores, off-track betting parlors and truck stop casinos.

Location Regulations:
No permit shall be granted for any premises situated within 500 feet or less of a parish or municipal playground or a building used exclusively as a church or synagogue, public library or school, except a school for business education conducted as a business college or school. No permit shall be issued for the purpose of selling alcoholic beverages by the drink to any premises located within 500 feet of a residential area. No permit shall be granted for premises situated on a lot or parcel of land with one boundary line on a parish public road except where adequate off-street vehicular parking is provided (as determined by parking regulations found elsewhere in parish law) on the lot or parcel on which the premises are situated. Certain exceptions apply.

Bartender - Manager Certification:
No one shall dispense the beverages defined herein from the bar of any business licensed under this article for on-the-premises consumption, except a person duly certified as qualified to dispense such beverages as a bartender. Each applicant for a certificate of qualification to dispense such beverages from behind a bar in a place licensed for on-the-premises consumption shall present to the treasurer a photograph of himself of the size designated by the treasurer, and shall be fingerprinted by the treasurer's office or someone designated by him. In addition to other qualifications, the person must be of good character and reputation and 18 years of age or over.

Notify Sheriff of Disturbances:
It shall be the responsibility of the owner and/or operator or his designated manager to see that the sheriff's office is immediately notified of any disturbance on or about the licensed premises.

Beverages of High Alcoholic Content: All holders of a retail dealer's license and permit and all servants, agents or employees of such licensees and permittees shall not sell alcoholic beverages between the hours of 1:00 a.m. and 6:00 a.m. daily and conduct the operation of such business between the hours of 2:00 a.m. and 6:00 a.m. daily, except on Sundays, when the sale of all alcoholic beverages must stop and the business shall be closed at 10:00 p.m. and may not reopen until 6:00 a.m. on Monday, provided that the 10:00 p.m. Sunday closing time shall not apply to Super Bowl Sundays, a Sunday which is followed by either Memorial Day, Labor Day, the 4th of July or New Year's Day, or if the Sunday is the 4th of July.

Restaurants, grocery stores, drug stores or other such businesses may remain open for the sale of other items permitted by law, but any sale or consumption of alcoholic beverages in such places of business during the prohibited periods set forth is expressly prohibited.

Beverages of Low Alcoholic Content: No holder of a retail dealer's permit and no servant, agent, or employee of such permittees shall: Permit the consumption of any low alcoholic content beverage between the hours of 2:00 a.m. and 6:00 a.m. in any place or establishment which is open to the general public or which has unrestricted or open membership. Sell any such beverages between the hours of 1:00 a.m. and 6:00 a.m. daily and to conduct the operation of such business between the hours of 2:00 a.m. and 6:00 a.m. daily. Restaurants, grocery stores, drugstores, or other such businesses may remain open for the sale of other items permitted by law but any sale or consumption of alcoholic beverages in such places of business during the prohibited periods is expressly prohibited.

Certain exceptions apply.

Possession of Weapons:

It shall be unlawful for any person to have in his possession a firearm or other instrumentality customarily used or intended for probable use as a dangerous weapon, in any premises where alcoholic beverages are sold and/or consumed on the premises except the owner or lessee of the premises, or their employees, sheriffs, deputy sheriffs, state police, constables, town marshals, city police, or other persons vested with police power when in the actual discharge of their duties.

Public Drinking & of Open Drinking Containers - Certificate of Qualification Required:

Hours of Operation:

No alcoholic beverages shall be sold, served, transferred, handed over, set over, given or placed by the licensee, his agent, servant, employee on the licensed premises: Between 1:30 a.m. and 10:00 a.m., Monday through Friday, nor consumed on the licensed premises between 2:00 a.m. and 10:00 a.m., Monday through Friday; or Between 1:30 a.m. and 12:00 noon, Saturday and Sunday, nor consumed on the licensed premises between 2:00 a.m. and 12:00 noon, Saturday and Sunday.

Alcoholic beverages may be sold, served, transferred, handed over, set over, given and placed for off licensed premises consumption only by the licensee (Class B retail dealer [off premise consumption] only), agent, servant or employee beginning at 4:30 a.m. and ending at 1:30 a.m.

Restaurants, grocery stores, convenience stores, drug stores and other businesses may remain open for the sale of other items permitted by law, but any sale or consumption of alcoholic beverages in such places during the prohibited periods is expressly prohibited.

During the prohibited periods, any open glasses, bottles, cans or other containers holding alcoholic beverages shall not be allowed anywhere on the licensed premises except in locked cabinets or cupboards.

Public Drinking & of Open Drinking Containers :

Except as specifically authorized by a permit, it is unlawful for any person to drink from or possess any opened drinking container in or on any public street, sidewalk, right-of-way, park, playground or other public place within the municipality. This is intended to include any and all vehicular traffic or stationary vehicles using or located on any public street, sidewalk, right-of-way, park, playground or other public place within the municipality.

Special permits authorizing drinking from or possessing any open container containing alcoholic beverages for limited times and occasions may be obtained from the Town of Addis.

Certificate of Qualification Required:

It shall be unlawful for any person to be engaged in the sale as a bartender or a barmaid at retail of alcoholic beverages without a certificate of qualification issued by the municipality. A person desiring the certificate shall file an application with the municipal clerk which shall be in writing and sworn to before a notary public, and shall contain the full name and correct address of the applicant and shall include a sworn statement that he or she possesses the qualifications required. In addition to other qualifications, the person must be of good character and reputation and over 21 years of age.
