WARD 1--Sales Regulations:
The sale, distribution, use or possession of alcoholic beverages within the boundaries of the Ward 1 Recreation Center situated in Community Center and Playground District No. 4 of Ward 1 of the parish, is prohibited.
It shall be unlawful to conduct within the boundaries of Ward 1 the business of manufacturing, producing, rectifying, distilling, blending, using, storing, distributing and selling of malt, vinous, spirituous and alcoholic beverages containing more than 6% of alcohol by volume, and beer, porter, ale, fruit juices and wine containing more than 6% of alcohol by volume.
Location Restrictions:
The business of selling, offering for sale, keeping for sale, storing, giving away or otherwise handling as a business any alcoholic beverages whether at retail, wholesale or otherwise, at any place within a distance of 300 feet of any building used exclusively as a regular church, synagogue, public library, or public school, except a school for business education conducted as a business college, or a parish playground is prohibited.
Zoning:
The premises of Retailers, Class A, (authorizing the retailer to sell for consumption on the licensed premises) shall be zoned "C-2" General Commercial. The premises of Retailers, Class B, (authorizing the retailer to sell in sealed containers prepared for transportation and consumption off the premises) shall be zoned "C-1" Light Commercial.
Open Alcoholic Beverage Containers in Public Places:
It shall be unlawful for any person to carry any open container in or on any public street, sidewalk or park, playground or other unenclosed public place within the parish.
It shall be unlawful for any person to drink alcoholic beverages of either high or low alcoholic content from any open container in or on any public street, sidewalk, park, playground or unenclosed public place within the parish.
Requirements for Alcoholic Beverage Card:
It shall be unlawful for any Class "A" alcoholic beverage permit holder to allow any employee to work at their permitted outlet without a valid alcoholic beverage card. Certain exceptions apply for establishments with a valid restaurant permit or a Title 26 exemption.
In addition to other qualifications, the employee must be of good character and reputation and over 18 years of age. All employees must possess a valid alcoholic beverage employee card prior to employment. Alcoholic beverage employee cards must be obtained at the Calcasieu Parish sheriff's office. A valid form of identification must be submitted. Alcoholic beverage cards must be kept in the possession of the alcoholic beverage employee at all times.
Alcoholic beverages cards are good and valid for use on the premises of any alcoholic beverage permit holder, provided that the permit holder has notified the Calcasieu Parish sheriff's office of the name and address of the alcoholic beverage employee card holder prior to the employee's employment.

Sunday Sales:
It shall be unlawful for any person to sell any alcoholic beverages between the hours of 12:00 midnight Saturday and 5:00 a.m. on Monday.
Location Regulations:
No permit required by this division shall be granted for any premises situated within 300 feet or less, of a public playground or of a building used exclusively as a church or synagogue, public library, or school, or full-time day care center except a school for business education conducted as a business college or school. Certain exceptions apply.
Alcoholic Beverage Card Required:
It shall be unlawful for any Class "A" alcoholic beverage permit holder to allow any employee to work at their permitted outlet without a valid alcoholic beverage card. Certain exceptions apply. Alcoholic beverage employee cards must be obtained at the Calcasieu Parish Sheriff's Office. A valid form of identification must be submitted. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age. This card must be kept in the possession of the alcoholic beverage employee at all times. This card is not transferable.
Sign Regarding Minors Required:
Each and every place or establishment where alcoholic beverages are sold or dispensed at retail, or otherwise, in the city shall have a sign displayed in a prominent place, clearly visible to all, stating that alcoholic beverages will not be sold or dispensed to persons under 21 years of age.

Legal Hours of Operation - Sunday Sales - Location Regulations - Alcoholic Beverage Employee Card Required – Required Minor Sign
Hours of Operation:
Between the hours of 2:00 a.m. on Sunday, and 12:01 a.m. on Monday, those persons licensed for the sale or distribution of alcoholic beverages shall not sell, serve, dispense or permit the consumption of any alcoholic beverage. Any establishment, or any portion thereof, including, but not limited to, the bar or cocktail lounge portion of any hotel, motel or restaurant, from which alcoholic beverages are the principal commodity sold or handled, shall close and remain closed continuously between the hours of 2:30 a.m. on Sunday and 12:01 a.m. on Monday.
Exceptions:
Certain exceptions allow alcoholic beverages to be served on Sunday between 12:00 noon and 12:01 a.m. on Monday for motels, hotels, convention facilities, religious, charitable, fraternal and other private clubs, and establishments with a restaurant endorsement permit.
Any supermarket, grocery store, gift shop, convenience store or drug store may sell beverages of low alcoholic content (containing not more than 20% alcohol by volume) between the hours of 2:00 a.m., on Sunday, and 12:01 a.m., on Monday, provided that said beverages are not the principal commodity sold or handled.

It shall be unlawful for any Class A alcoholic beverage holder to allow any employee to work at their permitted outlet without a valid alcoholic beverage card. Certain exceptions apply. In addition to other qualifications, the person must be of good character and reputation and over 18 years of age. Alcoholic beverage employee cards must be obtained at the Calcasieu Parish Sheriff's Office or other office designated by the city. A valid form of identification must be submitted.
Once approved, a picture ID card will be issued which includes fingerprints, and other vital statistics necessary for proper identification. This card must be kept in the possession of the alcoholic beverage employee at all times.

Legal Hours of Operation - Sunday Sales - Location Restrictions
Sunday Sales:
Alcoholic beverages of either high or low alcoholic content may be sold at retail within the corporate limits of the city, from midnight Saturday night until 1:30 a.m. on Sunday morning, after which no further alcoholic beverages may be sold and the retail place of business must be closed and all occupants must have vacated the premises 30 minutes thereafter, i.e., by 2:00 a.m.
No alcoholic beverages shall be given, traded, bartered, sold or delivered after 1:30 a.m. on Sunday mornings, except that beer and wine may be sold by holders of class "B" permits after 12:00 noon on Sundays and that beer and wine may also be sold for consumption with meals in restaurants, hotels and boarding houses after 12:00 noon on Sundays by holders of class "A" permits.

No application for a new permit, or for a change from a class "B" permit to a class "A" permit (for either beverages of high or low alcoholic content) shall be considered by the collector or the city council until the applicant has secured the written consent, on a form provided by the city, for the sale of the alcoholic beverages he proposes to sell, of the majority of the resident homeowners residing within 300 feet of the proposed location.
